I. Legal Framework of Cau Nghin Industrial Park
Cau Nghin Industrial Park was officially approved by the Prime Minister of Vietnam in the document No. 1745/TTg-KTN on October 16, 2008. Following this, on February 16, 2009, the People’s Committee of Thai Binh Province issued Decision No. 326/QĐ-UBND to approve the detailed planning of Cau Nghin Industrial Park.
Later, on November 9, 2015, Thai Binh Province’s People’s Committee issued Decision No. 2711/QĐ-UBND, approving the adjustment of the detailed planning, with a construction scale of 1/2,000 for the park. The total area approved under the plan is 214.22 hectares.
Area: The total area of Cau Nghin Industrial Park is 214.22 hectares, which is divided as follows:
Area developed by IDICO Corporation: 185.96 hectares.
Area for SHENGLI Steel Plant project: 28.26 hectares.
Detailed Planning Boundaries: Cau Nghin Industrial Park is located along National Route 10 within the administrative boundaries of An Bai Town and An Thanh Commune, Quynh Phu District. The park is approximately 25 km from the center of Thai Binh City and about 45 km from Hai Phong Port.
Northwest: Borders agricultural land of An Ninh Commune.
Southeast: Borders An My Commune and the existing residential area.
Northeast: Borders the Hoa River.
Southwest: Borders the Ly Xa River and the existing residential area.

III. Infrastructure of Cau Nghin Industrial Park
Traffic Infrastructure of Cau Nghin Industrial Park:
National Route 10 passing through the industrial park and An Bai Town has a road width of 42 meters, with a 14-meter-wide roadbed, 7-meter-wide side roads on both sides, a 3-meter-wide median strip, and 4-meter-wide sidewalks inside the side roads, according to the approved master plan for An Bai Town.
Main Road of the Industrial Park (D1B Road), located on the southeast side of National Route 10, has a width of 35 meters, organized as a dual carriageway with each lane 8 meters wide, a 3-meter-wide median strip, and 8-meter-wide sidewalks on both sides. The last section (D3 road) has a width of 28 meters, a 12-meter-wide roadbed, and 8-meter-wide sidewalks on both sides.
Main Road of the Industrial Park (D1A Road), located on the northwest side of National Route 10, has a width of 24 meters, with an 8-meter-wide roadbed and 8-meter-wide sidewalks on both sides.
Road to the Hoa River Port (N1 Road): The road is 24 meters wide, with a 12-meter-wide roadbed and 6-meter-wide sidewalks on both sides.
Industrial Park’s Road (D2 Road), already constructed, is located on the southeast side of National Route 10, with a width of 17.5 meters, a 7.5-meter-wide roadbed, and 5-meter-wide sidewalks on both sides.

Water Supply System
Total water demand: Approximately 6,000 – 7,000m³ per day.
The water source is from the Hoa River upstream of Cau Nghin, directed to a water treatment plant for clean water supply.
The water supply piping network is constructed under the sidewalks of the roads within the industrial park.
Fire hydrants: Along the main water pipeline, D100 fire hydrants are installed with a service radius of approximately 150 meters.
Wastewater Treatment and Environmental Hygiene
All wastewater (both industrial and domestic) is collected through a main pipeline system running along the industrial park from north to south and is directed to a wastewater treatment plant with a capacity of 5,000 – 5,500m³ per day. The plant is located at the end of the industrial park.
Several intermediate pumping stations are installed along the route. After treatment, the water is discharged into the Hoa River after meeting the required Class B standards.
Green spaces within the industrial park feature wide-canopied, evergreen trees that are resilient to strong winds and storms.
The wastewater treatment plant area will also include a waste transfer station for industrial factory waste.
Electricity Supply
The electricity supply for the industrial park is provided by a 110KV power line.
It is planned to build a 110/22KV transformer station with a capacity of 40MVA to distribute power to individual factories via overhead circuit lines.
The industrial park will also install 5 transformer stations (22/0.4KV) to provide electricity for the water supply station, wastewater treatment plant, service operation center, and street lighting.
Telecommunication System
The telecommunications system for the industrial park will be connected to Thai Binh’s telecommunication network through a telephone cable network, providing full telecommunication capacity to meet the requirements of investors.
IV.Land Lease Costs and Investment Incentives at Cau Nghin Industrial Park
Land Lease and Infrastructure Fees:
Infrastructure Rental Cost: 85 USD/m² until 2062. The infrastructure usage fee does not include VAT and may vary depending on the location and the area of land leased.
Infrastructure Management and Maintenance Fee: 0.5 USD/m²/year (excluding VAT).
Annual Land Lease: As per the decision of Thai Binh Provincial People’s Committee.
Clean Water Supply Fee: As per the regulations of the service provider.
Electricity Supply Fee: According to EVN’s electricity tariff (ranging from 1,007 VND to 2,871 VND/KWh).
Wastewater Treatment Fee: Based on the wastewater input level, the fee is 0.4 USD/m³ ~ 9,600 VND/m³.
